CDPC By-Laws & Club Information

The CDPC By-Laws expand on the Constitution and set out practical rules for safely running a pistol club. They cover membership categories, committee roles, range safety rules, and daily operating procedures so that the club, members and visitors can participate safely and fairly.

About this document

The By-Laws sit alongside the Constitution and Code of Conduct. They are designed to:

– Address areas specific to operating a pistol club
– Support safety, compliance and smooth operations
– Clarify expectations for members, committee and visitors

On joining or renewing membership, members agree to abide by the Constitution, By-Laws and Code of Conduct.

Club history & general information

– CDPC is one of the oldest pistol clubs in Victoria, with roots dating back to the 1960s.
– The club moved to its current location in January 1963 and remains there today.
– The By-Laws explain what you must do before joining, how participation works and what disciplines and competitions are run at the club.

Committee structure

Executive Members include:
– President
– Vice President
– Secretary
– Assistant Secretary
– Chief Range Officer
– Treasurer
– Club Captain

Support Members include roles such as:
– Range Maintenance Officer
– Discipline Captains (ISSF and IPSC) & Assistant Captains
– Web Master
– First Aid & Safety Officer
– Quartermaster
– Head NORI Trainer

Membership categories (examples)

– Full Member – Primary club is CDPC, financial member each year
– New Applicants – Subject to LRD regulations and required to disclose past licence or club issues
– Associate Member – Full member of another club, limited rights at CDPC
– Family Members – Immediate family of a Full Member, with fee reductions
– Life Members – Recognised for outstanding service to the club
– Visitors – Non-members on the premises who must comply with club rules
– NORI – People undergoing instruction before applying for membership

Committee responsibilities

The By-Laws outline how committee and support positions operate, including:

– Conduct expectations and adherence to Constitution, By-Laws and Code of Conduct
– Managing club finances and fee changes
– Communicating with members about projects, works and changes
– Handling confidential matters and disciplinary issues
– Appointing custodians for club firearms and ensuring compliance with VicPol LRD requirements

Range safety & range rules

A large portion of the By-Laws covers:

– Range safety rules and definitions (Range Officer, Clear Firearm, Safe Area, etc.)
– Approved firearms and ammunition (including prohibition of Full Metal Jacket ammo)
– Access to the range and who may be on the property
– Holster use, movement with firearms and Safe Area procedures
– Rules for running matches, Range Officer roles and authority
– Procedures for handling safety breaches and disciplinary actions on the range

Relationship to VicPol LRD

The By-Laws make clear that:

– CDPC can only operate as a pistol club while licensed by VicPol LRD
– The committee must strictly abide by LRD regulations and requirements
– Members whose behaviour jeopardises the club’s registration may face disciplinary action and possible notification to LRD
